Meeting - November 2010

Notes of the meeting of 10 November 2010. Any corrections or amendments to the chairman please.

Accommodation Strategy for Tremough and Wood Lane Students
Lucy Black, Campus Services Director of Tremough and Rupert Wyard of Campus Development Management, joined the meeting to explain the general strategy for future student accommodation in support of Tremough and wood Lane students.

It is very difficult to estimate the likely accommodation needs, especially given the recently announced changes in government policy, however estimates had to be made and the current prediction was that the number of students requiring housing would increase from around 4600 to around 5300 in 2015/16. Tremough already had 1637 units available and there were another 500 or so in the pipeline. This allowed them to predict that:

  • There should be no further call on the private rented sector
  • There was a shortfall, over the period of around 300 units but, with developers keen to invest, they were confident that the additional capacity would be available with the five year period
Additional units would ideally be:
  • Within walking distance of the town centres
  • Of greater than 50 unit capacity
  • Fully serviced/managed
  • Provided by the private sector with support from Tremough
It was agreed that there remained a problem at the ‘bottom end’ of the rented sector with some landlords providing a less-than adequate quality of accommodation which brought student housing in general into disrepute.
The strategic approach was welcomed by the Forum. The uncertainties made things difficult and this was a topic on which the Forum would like to be kept up to date. The proposals are now being taken to the Falmouth and Penryn Regeneration Group, and the two Town Councils.

Strategic Investment Framework (and Convergence)
A meeting was planned for 18 November when Cornwall Development Company would be reporting on its recent re-assessment of all the bids. Rumour had it that Falmouth projects were in line to receive a significant share of the money.

Port of Falmouth Masterplan
Negotiations are taking place between the various partners in the Docks. These are believed to be positive and it is hoped that the final document will be published before the end of the year.

A further request for some dredging had been made and an answer is expected shortly.

Abolition of SWRDA and creation of the Cornwall and IoS Local Economic Partnership (LEP)
Cornwall and IoS had been granted a LEP. This is being led by the Economic Forum who have appointed Peter Hardaker as interim chairman charged with creating the organisation. The LEP will be eligible to apply to the Regional Growth Fund for money to support projects.
The position over SWRDA’s assets after its abolition in 2012 is not yet clear. There are a number within Falmouth and it is important that these remain available in future.

Connecting Cornwall 2030 – Local Transport Plan consultation
The Forum had submitted a response to this strategy document, making a number of practical points eg about the unlikelihood of cycling and walking being practical alternatives to cars in future and the poor quality and lack of availability of public transport. The Town Council had endorsed the submission. 
The next step will be a consultation on the 3 year implementation plan which is due to start shortly. The Forum would contribute thoughts on this.

Church Street Car Park
The Transport Department had been carrying out a public research study. Preliminary indications were that, if Church Street Car Park were to be closed, a high proportion of people would move to other car parks or find off-street parking. A minority would switch to public transport, cycling and/or walking and shopping in another town. The full results were expected soon. 
The car park is contaminated. Cornwall Council is doing a study on options and costs for its repair. It might turn out to be a good thing for the community if the space is unsuitable for building work as the natural alternative was public open space.

The bollard
The Transport Department were also keen to extend use of the bollard to 24 hours as the Traffic Order was due to run out shortly. The Forum felt strongly that anything that reduced traffic flows in the main street was a good thing, however a proper consultation exercise with local traders was needed before any change of regime, especially pertaining to the bollard, and that adequate arrangements should be in place for signage and management of rat-running through Church Street Car Park in advance of any change.

Falmouth Oyster/Mussel Card
The pilot scheme for the Falmouth Oyster Card had produced interesting and useful results, showing that there was merit in the scheme which had the potential to enhance usage of public transport. The card was of particular appeal to visitors to the area. A fuller scheme is planned for the future, entitled the Mussel card (which offered scope for plenty of puns). 
Future of the Falmouth Tourist Information Centre (TIC)
Discussion is still continuing on other solutions for the TIC and a meeting was being held by the Town Council on 29 November. There was a general reluctance by the private sector to pay for the TIC through a levy and questions were raised about the viability and nature of the service which appeared old-fashioned in style.

350th Anniversary of the Falmouth Charter
Robin Dunseath of Falmouth Rotary is coordinating work on a programme to celebrate the 350th anniversary of the Falmouth Charter. The Forum endorsed this activity as a good thing and worthy of support. Ideas included:
  • A Charter Celebration lunch organised by Falmouth Rotary Club
  • An exhibition/talk about “Falmouths around the World”
  • A presentation of a Falmouth Sword of Honour
  • An “unsung hero” award
  • A competition to bake the official birthday cake
  • A presentation of town memories and history in general
  • A “Big Sing” night
  • A photographic competition
  • A Fringe Luncheon
  • And any ideas you could contirbute to robindunseath@hotmail.com
Community Plan (Lite)
The easy-to-read version of the Community Plan is at design stage and should be available before Christmas.

Cornwall Council and CCTV
Cornwall Council is seeking to harmonise the CCTV provision around the county. This had an impact on the contribution being sought from Falmouth Town Council and could lead to a reduction in levels of service.

Cornwall Council budget
Cornwall Council is facing a severe budget reduction. Cuts would need to be made immediately and over the next four years. Some £90m had already been saved by efficiencies although a further 7-800 staff redundancies were anticipated.

BID update
The BID is really getting into its stride. Highlights include:
  • The new website at http://www.falmouth.co.uk/
  • The Falmouth BID Twitter page at http://twitter.com/FalmouthBID
  • The appointment of Excess Energy to manage press cobverage, which they are doing rather well
  • Painting of the 60m hoarding at Ponsharden
  • Visuals installed in third vacant unit: the former Threshers site
  • Fal Week – BID support realised a visitor and business event survey, new family activities on The Moor, the commissioning of a Fal Week video, new late night Moor activities
  • Support for events and festivals such as Love Parks week (Kimberley Park in August); Oyster Festival (Discovery Quay in October); Cornwall Film Festival (Phoenix in November)
Key next steps:
  • Promotion of the website and social media sites using SEO and public relations
  • Commissioning of new photography using Matt Jessop
  • Creation of new Shopper Bag which shoudl be delivered before Christmas
  • Work on a signage and interpretation project
  • Public seating competition: schools are being given a brief for a competition starting in January to design new seating for the main street. Installation expected within this financial year
  • Major Christmas campaign working with Town Manager
  • Commissioning new promotional literature that will incorporate: 10 street banners, advertising on bus shelters, A4 posters for trade promotion, A5 flyersand e-guide to Falmouth Christmas for website
  • Support for a new Spring Gardens Festival in conjunction with Event Cornwall. A working group has been established for a festival 25 March – 3 April 2011
Forum funds
The Forum had some £3k in its bank account which was not doing anything useful as meeting costs were nil. Suggestions were invited as to how this money, much of which was originally collected for signage in the town, might be spent. Current suggestions included a piece of equipment, support for an event, a sculpture or something to mark the Charter anniversary.

Local Development Framework (Late entry)
The Local Development Framework is a statutory requirement. It identifies areas for potential expansion of the towns against a range of factors. Cornwall Council is currently carrying out the study work for this and is in discussion with the Falmouth and Penryn Mayors’ Regeneration Group. The results of the work would be available for consultation in the new year.

Meeting - September 2010

Notes of the meeting of 8 September 2010. Any corrections or amendments to the chairman please.

Convergence and the Strategic Investment Framework (SIF)
A ‘rapid review’ was being carried out by Cornwall Council and the Convergence team looking at all the remaining projects proposed in SIFs. It is clear that the total value of projects exceeds the money available. The aim is to arrive at a list of projects across the county which are transformational. The idea of allocating a notional sum of money to each area had been dropped.

It was expected that the review would conclude that funding should be provided for projects in the Docks and in support of the innovation centres surrounding CUC and in developing the industrial estates. This was in addition to money already provided for Watson Marlow and the rail passing loop.

The Convergence Programme Management Committee was meeting in October to take decisions.

Port of Falmouth Masterplan
This work is being funded by Convergence. Work is reaching a conclusion and it is hoped that the plan will be published for public consultation in October.

It was noted that the Docks have received approval to place concrete blocks on the sea bed to create the new marina. They are now seeking finance for the development.

The Local Economic Partnership (LEP)
SWRDA is being abolished and everyone has been asked for expressions of interest for ‘private sector driven’ LEPs. Cornwall Council has submitted a bid for a LEP covering Cornwall and the IoS under the heading of Empowering Enterprise, one of 56 across the country. LEPs would be able to bid for the £1 billion available in a new Regional Development Fund (less than was available to the old RDAs).

While delighted that Cornwall had made its mark, there was a feeling that the whole bid was too public sector orientated. The process had been hurried and almost invisible with poor levels of consultation with the private sector, difficult though it was to reach this.

An LEP White Paper was expected from the government in October.

Transport issues
There had been a good meeting of the FTC/PTC Regeneration Committee recently which received some plain speaking about local transport issues. The big news is that the Treluswell Park and Rail scheme looks as though it has been parked. Some sort of eastern park and ride is likely to be developed for Truro but this will be much closer to Truro and is likely to involve buses.

Connecting Cornwall 2030 – Local Transport Plan consultation
A draft of the main strategic document has been published and comments are invited before 17 September. This is a very general document. The real meat will be in the local three year action plans which will be published in the autumn.

The Forum agreed to convene a sub-committee to respond to the strategic document consultation, drawing on the Community Plan. They would also work with the Transport Department on the action plan, prior to the consultation on that plan in November.

Church Street Car Park
Church Street Car Park is now on the Council’s radar as ‘a project’. They are carrying out research to explore the impact of the bollard on transport and are beginning to think about ways of improving the management and presentation of this central car park There is still a desire in the Transport Department to introduce 24 hour usage of the bollard.

There is a feeling that the various elements of Cornwall Council – Economic, Transport and Public Health are still not being terribly joined-up in their approach to the site.

Future of the Falmouth Tourist Information Centre (TIC)
It was noted that Visit Cornwall are no longer able to provide the ca £80k net funding required to run the TIC each year and are seeking partner(s) willing to take on the service. Alternative strategies were discussed. The meeting concluded that it would be better to bite the bullet and close the existing service and find a modern alternative rather than trying to find a partner able to take on such a staff-intensive service.

Houses in Multiple Occupation (HMOs)
This is a current priority for the FTC and its Planning Committee. A sub-group bringing together the education establishments in the towns, councillors and local planners was working on a general strategy.

350th Anniversary of the Falmouth Charter
2011 is the 350th anniversary of the Town’s Charter. Robin Dunseath is canvassing support for a series of celebrations and is approaching the usual suspects.

Community Plan (Lite)
Chris Smith is arranging an easy to read version of the Community Plan which should be available before Christmas

Town Framework Plan
Work was starting on this document which would replace the Local Plans and become the main planning document, setting out the main spatial strategy. The target was to complete it within 12 months. The FTC/PTC Regeneration Group would be leading on this. A future meeting of the Forum would discuss this in more detail.

Local news
Falmouth Week had been a great success with an active programme of shoreside events, especially the Red Arrows and Carnival which had raises £2,000 for charity.

The Oyster Festival and Christmas events were being planned. The latter would include a Santa run on 11 December.

The Poly was sorting itself out and was looking for 2000 new members to help secure its future

The Vospers hoardings at Ponsharden are shortly to be painted with the Falmouth brand to improve their look.

The planning appeal about the Admiral Nelson would be heard shortly

BID news
The AGM is to be held on 4 October

The new Falmouth website will be launched shortly using the domain www.falmouth.co.uk (grateful thanks to the Forum)

A PR company has been appointed and was already obtaining good coverage in major national media promoting Falmouth

Other news
The Chamber of Commerce is working with students of Plymouth university to carry out a user’s-eye-view of Falmouth as a tourism destination. This would be a year-long project. They are also linking in with the St Malo Chamber of Commerce which would require some visits.

UCF is opening its new £15.4m Performance Centre in a series of events 28 – 31 October.

Meeting - July 2010

Notes of the meeting of 7 July 2010. Any corrections or amendments to the chairman please.

The first few items were dominated by the changes taking place as a result of the new government and the impact of required or predicted budget cuts.

Cornwall Council
Things are still changing on a daily basis. The Council has a budget of £1.3bn was already committed to making £100m savings over four years and has added another £13.6m in the current year to this. The aim would be to protect front-line services. It was likely that further redundancies would be necessary to achieve savings.

The new Business Plan has been published. Although this pre-dates the election is sets out a strategy for the future. Cornwall Council Business Plan 

The government had announced that SWRDA was to be abolished and replaced with Local Economic Partnerships. Councillors did not want another quango and would like to take over control themselves, not combining with other counties.

The Falmouth Tourist Information Centre (TIC)
Visit Cornwall has said that there will be no money to support the TIC in the coming year and were looking for alternatives, preferably purchase by another body and transfer of staff. Options included the Library, the One Stop Shop, the Town Council, the BID (or equivalent) or a private sector body. There would be no money to support this. This was seen as typical of the sort of changes with which we would be faced as funding was cut and could lead to a loss of partnership working.

It was necessary to be clear about what we wanted out of a TIC. The service was never going to be a money-making venture and would need to be re-thought for the 21st century. Nigel Carpenter (VC Board member) would be leading the discussions. He was also seeking to protect the ca £300k that had formerly supported tourism in the town which was now being cut.

Convergence and the Strategic Investment Framework
The ‘rapid review’ was still going on. There was a real chance that, with the demise of SWRDA and other budget cuts, the necessary matched funding would disappear, limiting our ability to tap into European money.

Port Masterplan
A public consultation is to start shortly, probably with one preferred option, leading to the publication of the final plan at the end of September.

Church Street Car Park
The contamination report is still too secret to be put in the public domain but it is becoming increasingly clear from rumours that the site will never be a first grade development site because of the cost of repair of the land. An open space may be more realistic. As this is not formally ‘a project’ at Cornwall Council, no progress is being made, despite the priority given to it by the community as expressed through consultations and the Community Plan.

Local Transport Plan (LTP3)
Cornwall Council will be going out to consultation on the Local Transport Plan (LTP3) under the heading of ‘Connecting Cornwall 2030’ between 9 July and 17 September 2010. This document ‘sets out the transport vision and strategic proposals for transport in Cornwall for the next 20 years. The Community Network Managers will be supporting the consultation process by promoting Connecting Cornwall and the consultation questionnaire in their areas during the consultation period.

‘The document is the result of working closely with communities, stakeholders and members and takes into account the contents of the Parish and Community Plans and also the more recent Community Network consultation meetings that were held throughout the County to feed into the Local Development Framework (LDF) and Sustainable Community Strategy (SCS) review.

‘Further consultation on the LDF and SCS strategic documents will be taking place over the next twelve months. Connecting Cornwall plays a major role in supporting each of these strategies. We are working closely together throughout the development of all of these strategies to ensure a joined up vision for Cornwall in 2030.’

Other Regeneration Projects
A very helpful list of current projects had been produced by the Council’s Economic Development Service. While the Forum did not agree with some of the content, or sense of priorities, it was good to see such openness. Copies may be obtained from the chairman.

Bid and Town Manager updates
The new Falmouth website is progressing well and will be going live at the end of August, replacing VisitCornwall’s Discover Falmouth site using www.Falmouth.co.uk, by kind permission of the Forum. There will be a need to manage the relationship with other town websites with care.

The Falmouth brand is now available. Brand guidelines have been produced to explain its use.

Regular communication is taking place with stakeholders, despite the difficulty of reaching some people who do not have emails addresses. The BID AGM will be held on 20 September.

A national PR campaign is planned and an agency has been appointed to manage this.

The Shopper Bag is being funded by the BID to support the Falmouth discount card. The new bags will carry the new brand.

Floral displays, bunting and flags were now appearing in the main street. There were some problems with the furling of the flags but the place was looking much better as a result.

The empty Woolworth’s shop had been decorated with hoardings bearing the Falmouth brand. This had greatly improved the look of the main street. Another quick-fix option was being explored for other shops.

Work was progressing on a signage project in conjunction with Cornwall Council, attracting possible funding from Convergence.

Henri Lloyd Falmouth Week printed programmes have been delivered . More details are available on the website and Facebook/twitter pages.

The BID is aiming to help stimulate an active events programme, in particular a Spring Garden Festival for 2011.

Four new electric scooters and six wheelchairs, one power assisted, with bearing Falmouth branding are being delivered shortly.

The mural at Church Street Car Park is almost finished, Tragos have donated the paint and the artist has done this free of charge.

Richard Gates is making enquiries with Cornwall Council about what action can be taken with the Admiral Nelson derelict pub because of the poor impression it gives to the town. He has also persuaded the owners of the old Moorfield Motors site near the marina to clear a lot of the overgrowth.

The hoardings at Ponsharden, we were going to do some work with the schools to decorate them and have agreement but partially due to the communications with the landowner they have starting clearing up the site. We are waiting to hear if the remaining hoarding’s will be removed or not. If they are not then we will improve them in the future.

Community Alive
The event on 2 May had been a great success with over 180 people active on the day feeding, informing, and entertaining he public and each other for free. A report can be found here

Meeting May 2010

Notes from the Forum's 12 May 2010 meeting. Any suggested amendments or omissions to the Chairman please.

Parliamentary election
The Forum congratulated Sarah Newton on winning the recent parliamentary election and looked forward to hearing what policies the government would be pursuing.

Falmouth and Penryn Community Plan
Chris Smith is summarising the 200+ proposals in the final Community Plan document into a more manageable list, balancing the ‘aspirational’ and general proposals against the achievable, action-oriented projects, highlighting the priorities. Comments on his draft were invited by the end of May. A revised draft would then go to the Community Plan Management Group during June for formal agreement.

Falmouth Town Council had already adopted the Community Plan. There would be a presentation of the plan to the Penryn Town Council at its next but one meeting.

Strategy Soup
A useful meeting had taken place with Tom Flanagan and Sandra Rothwell of Cornwall Council to discuss the many different strategies and plans which were being created. It was recognised that consultation could not happen on all of them separately and that a more holistic approach would be required. Some of these were required by central govenrment or necessary to provide a formal context within which investment could take place.

The main task facing the Forum was to add to the Community Plan with a broader list of strategic projects which had not been mentioned by the community: things like spatial use and economic development.

Town Development Framework
The next major local project was likely to be the Town Development Framework. Scott Sharples is co-ordinating the various Council officers to prepare an initial set of ideas. These would then be discussed with the Forum before anything was written. Matthew Williams would be leading this work.

Convergence and the SIF
Matthew Vowels helpfully update people on progress with the SIF. A list of projects had been prepared for Falmouth which had been agreed by SWRDA. Cornwall Council had then asked for a review to ensure that there was a suitable balance between work space development and other projects. There was a concern that the proposals were insufficiently transformational and that there were too few small projects.

He explained that work was continuing on all the projects although a number of people remarked that this was not their experience. There was some frustration that many proposals which had been derived locally were being delayed in the Council.

Church Street Car Park
The re-development of this space remained a priority for Falmouth and could be genuinely transformational for the town. It had been hard to find anyone prepared to take responsibility for the project. The environmental study, for instance, had never been published and there were divergent views as to what it contained.

Scott Sharples agreed to follow up with colleagues in Transport and Asset Management to try and unlock the project.

Falmouth Port Masterplan
This SIF project had started. Four options were being developed and an initial consultation event with key stakeholders was planned for 18 May. There would be a public consultation in June and a final report in September.

Falmouth Marine School
David Steadman explained that he would be taking over as Director of the Falmouth Marine School. His first priority was obviously the curriculum which is growing, especially in marine sciences, but that re-location loomed large as well as the existing buildings were tired and sub-standard. A waterside location would be ideal.

Events programme
This was going ahead well. The Fal River Festival was due to happen over the May Bank Holiday, thanks to King Harry’s Cornwall. Richard Gates had taken on chairmanship of the Falmouth Week Shoreside Committee and the Oyster Festival was being planned for October.

Transport issues
Cornwall Council had recently agreed to stop work on the Avenue Road/Melvill junction following protests from local people and the Town Council. They have gone away to explore whether a mini roundabout or pedestrian crossing would solve the safety problems which the Forum welcomed.

The Council is also to continuing to plan work for the Kimberley Road junction.

It is also working on the Local Transport Plan 3 (LTP3). Nothing had been heard as yet although discussions had taken place with the elected representatives, explaining the thinking behind the Treluswell Park and Rail.

Business Improvement District
The BID was getting into its stride. Two new benches had been installed in the main street and a series of floral/flag displays displaying the new Falmouth logo would be appearing shortly. Progress was also being made on the new website.

Shop fronts continued to be a concern. No 1 Market Street would shortly have vinyls in its window. A number of other shops were under consideration or were close to signing contracts to return into beneficial use.

Community Alive 2010
A community event was planned in the area of the Moor on 22 May. There would be free information, entertainment and refreshments. More information

Farewell John Slaughter

... and so, farewell John Slaughter: former chair of the Town Forum, former trustee of the Cornwall Maritime Museum, tireless campaigner for Falmouth and especially its traffic systems.

At the Forum meeting on 12 May John was presented with a model bollard, complete with flashing lights.

John has not only chaired the Forum, but has been involved in many consultation exercises in Falmouth, lately driving us all through the production of the Community Plan. His only failure that anyone can remember was his inability to get the Council to see the benefit of pay-on-exit at the car parks. To the last he was proposing new ideas: he left his last Forum with instructions that we should explore making Falmouth the first 20 mph town in Cornwall.

Paying tribute to John, Jonathan Griffin said ' The Forum is reassured to know that we will be receiving regular reports on the Cardiff traffic system. It has been suggested that we should arrange a twinning arrangement with the city burghers who are, as yet, innocent of what awaits them: "That castle will have to move and who on earth had the idea of building a rugby ground just there; now about this roundabout ..."

'It is impossible not to hold John in high regard. His energy and dogged determination have been to Falmouth's considerable benefit. we will all miss his contributions and often devious logic. We wish him well.'

Treluswell Park and Rail

At the March meeting we were discussing the proposed Treluswell Park and Rail which appears to have no support in Falmouth. The following has arrived from Cornwall Council:

'The County Council agreed the development of a bus-based park and ride scheme for Truro. The park and ride scheme has three phases. Phase one is located at Threemilestone, and was opened in August 2008. The second phase is for the eastern corridor and third phase for the Treluswell Park and Ride. The proposal for the park and ride at Treluswell was included in the Local Transport Plan 2006-2011 (LTP2) which underwent full consultation [Did this ever come to Falmouth or the Forum? - Ed] before its approval by the County Council in December 2005.

'As well as being included within LTP2 an assessment of the scheme was also included within the Truro Rail Study undertaken by the Council in 2006.

'The location of the Treluswell Park and Ride and its utilisation of the improved rail service, means that of the three schemes, it has the highest potential to intercept car trips in both directions thus influencing how people travel to Falmouth as well as Truro. The scheme is currently undergoing a feasibility study assessing a broad range of issues associated with the proposal including: timetabling issues; potential usage numbers and physical buildability.

'The first phase of the feasibility study is due to conclude in May 2010. The conclusions and recommendations from this study will be fed back through the Community Network and it can also be fed back at the Falmouth-Penryn Regeneration meeting.

'Click here for the LTP2 on the Council website and a copy of the Truro Rail Study. These are probably the best documents to provide you with the background to the proposal.'

Notes from the Forum's March meeting follow. Any suggested amendments or omissions to the Chairman please.

The notes Convergence and the Strategic Investment Framework (SIF)
Progress with the SIF was a key theme throughout the March meeting. The SIF had been formally approved by Falmouth Town Council and SWRDA but was held up in the Cornwall Council cabinet as it was felt that the projects were 'not sufficiently transformational'. The workspace projects could be funded under Priority 2 but this has yet to be decided. A ‘Rapid Review’ is taking place which Cornwall Council are leading on. Despite this, work was continuing on working up detailed proposals. Figures in () are Convergence funds required:


Infrastructure for knowledge based enterprises
  • Watson Marlow (£769k) - spent 
  • Kernick BID (£350k) - combined with the next two 
  • Commercial Road BID (£1.9m) - combined with next one
  • Bickland Water BID (£350k) - a joint study of industrial estates has been initiated 
  • ESCO studies (£187k) - a study is taking place for a Docks CHP project
  • Economic Masterplan (150k) – a brief and governance terms of reference have been written. Cornwall Council are leading on this. Timeframes unknown
  • Falmouth Town Centre development options (key sites) (£100k) - no news
  • Other work space projects (tba) – an update was given at the meeting on 5 workspace projects that are being worked up
Growing the Marine Sector
  • Port of Falmouth Masterplan (187k) - report commissioned and public consultation due in June 
  • Falmouth Marine School (£1.6m) - re-location to Watersports Centre site in train
  • Projects arising from Port masterplan (tba) – waiting the results of the study
Improving connectivity and legibility
  • Truro - Falmouth branch line (£4.668m) - spent
  • Treluswell Station Park and Rail (£2.5m) - a feasibility study is in train; no known support outside Cornwall Council
  • Phase 2 Walking and Cycling Network (£1.5m) - no news. This is being written into LTP3 and SIF co-ordinator has had early discussions
  • Falmouth Town Pedestrian links (£70k) - no news. Falmouth BIDs to be match funder
  • Falmouth and Penryn Strategic Transport Projects (tba) - no news
Additional projects - sustainable transport
  • Oyster card sustainable transport - being commissioned through Fal River Links
The newly re-constituted Falmouth and Penryn Regeneration Group, chaired by Oliver Cramp, was the lead body for steering the implementation of the SIF in Falmouth and Penryn. This would be meeting to review progress on 30 March.

Cornwall Council
A major, and beneficial, culture change is taking place within Cornwall Council. Although there are funding challenges, issues are being grasped. Internal communication has improved dramatically. Some further re-organisation will be inevitable. In the long term, it is likely the Council will be seeking to commission more services from others.

Projects highlights included:
  • The construction of Penryn College which came in on time and on budget
  • The re-structure of Health and Childcare services
  • The need to move towards a green flag assessment
  • The need to reduce the number of Council-owned buildings from around 70 to around 30
  • A draft business plan has been produced which available online at Draft Business Plan
  • An economic development Green paper (discussion document) has been produced. Economic Green Paper This will be shortly changing colour to White (formal proposal). Neither Falmouth Town Council nor the Forum had been formally asked to comment on this
Cornwall Council is also producing a Sustainable Community Strategy and a Local Development Framework; and a local Community Network Programme which will be informed by our own Community Plan.
  • 'The Sustainable Community Strategy (SCS) sets out what is important for the quality of life of the people of Cornwall and what can be done to protect or improve it in a way that is sustainable. It will look at community needs and aspirations and aims to bring together public, private, voluntary and community organisations to respond to these needs and aspirations. Cornwall Council has a legal responsibility to prepare a Sustainable Community Strategy in collaboration with the Cornwall Strategic Partnership.
  • 'The Local Development Framework (LDF) will set out the Council's policies for meeting the community's economic, environmental and social aims for the future where this effects the development and use of land.'
  • A Community Network Programme for the area immediately surrounding Falmouth and Penryn. Consultation on this will take place shortly and Forum members are invited to attend
  • A Local Investment Plan which will be the ‘project and action’ arm of Cornwall’s regeneration approach, linked closely with the white paper on economic priorities and strategic intent (it is unclear whether this is the same as the LDF)
The draft list for the Local Investment Plan has generalised information for the whole county as well as local projects. Those specific to Falmouth are:
  • Promoting the continued development of the CUC Hub and rim and proposals for the CUC masterplan up to 2016 , phase 3 funding £13.8m 
  • Supporting the identification of land and provision of student accommodation on and off site 
  • CUC centres of excellence

The general impression was that this is a tired and muddled-looking list which needed much further work.

Cornwall Council are also working on a review of all their land and building assets including Church Street Car Park. The Church Street Car Park development brief work was 'not wasted' but had not been brought to a formal conclusion. The appearance of a developer willing to invest on the site had brought into focus the need to link development here with changes elsewhere in the town, notably on car parks.

Elsewhere, the Transport Department is known to be working on the next Local Transport Plan (LTP3). No contact, discussion or consultation has so far taken place.

The department was also working (slowly) on a county-wide car parking policy.

Falmouth and Penryn Community Plan
The Community Plan has been formally adopted by Falmouth Town Council and is awiating endorsement at Cornwall Council level. Despite this, it is being quoted widely in official documents. The membership of the Management Group is being widened to involve all implementers and Falmouth Town Council is assisting in providing resource to monitor the Plan's implementation.

Town Management
The retail situation is looking up with many of the empty shops likely to come back into use quite soon. In particular, Woolworth's site has been let. Rick Stein's new venture will open on 19 March.

The events programme is developing well with planning already taking place for Christmas and hanging baskets are planned for the summer. Training was planned to assist traders to develop their businesses.

The big issue is the proposed increase in business rates which could have a significant economic impact on struggling traders.

Business Improvement District
The BID is coming to the end of its first year which had been a foundation year. Unspent money will be carried over into future years. Richard Wilcox has joined and is driving projects forward.

Two benches are to be installed outside SpecSavers and the One-stop Shop. A new map is going to press very shortly and a new brand for the town is being developed. The website will follow in a few months as it would be a time-consuming task to collect all the necessary information. These projects all reflected the programme that had been voted on which emphasised marketing of the town.

Transport issues
Cornwall Council is about to start work on re-arranging the Kimberley Road junction (the lights). The thinking is unclear and the solution is believed to be confused and flawed. Sadly, the consultation period has passed.

They were also consulting on the idea of removing the overtaking restriction on Dracaena Hill. This would 'reduce clutter' as three signs could be removed. Efforts were being made to get them to incorporate a speed limit extension, moving the 30mph limit to MacDonalds in line with the recommendation in the Community Plan.

There was no news on the signing about the bollard in the main street which had been promised for the end of August (2009).

The Royal Cornwall Polytechnic Society
There was regret but understanding at the closure of the Poly as an arts centre. All were keen to see the centre back in operation if this could be possible. The Society itself was in good health. A Members' meeting was planned for the week of 15 March.

Membership
It looked likely that John Slaughter would be leaving for Cardiff. There was therefore a need for a Vice Chairman (and Secretary). Members were asked to volunteer.
